Agree with all your points, Rob. However with regards to the GWSA it is insufficient to just repeal the portion dealing with granting anyone status to sue the state AND make taxpayers fund all these plaintiffs suits; the entire GWSA needs to be repealed. It continues in force the farce that its climate goals are achievable and good for the citizens. Its goals are unachievable, costly, and will have zero influence on the climate. And as to affordability, when will the Legislature address the fact that Vermont’s budget is 2x that of neighboring NH but we have only 1/2 as many citizens. That is a legislature in la la land, insanity, truly unaffordable and cannot continue without dire consequences for most of our population.
Yes and no. I would love to see it fully repealed, for sure, but politically speaking that may be a bridge too far at this point. Repealing the lawsuit provision is IMHO very doable, and doing so would remove the enforcement mechanism from the law rendering it entirely toothless. Don't lose half a loaf going for the whole.
