Sorta but not really. Act 18 is law. It sets up all of the infrastructure to run the Clean Heat Standard program, which they have been building now for over a year. The only thing coming back this year is the proposed rules by the PUC under which the program will be operated. If those rules fail, the program is stalled -- NOT REPEALED -- until such a time as a set of rules is passed. Meanwhile, the bureaucratic infrastructure for the program remains in place at taxpayer expense. Act 18 needs to be fully repealed.

So it appears that H-16 will die in this committee, but the original Clean Heat Standard is supposed to come
