Since it is highly likely suits by the enviro orgs will take place, what would happen if a thousand persons or five thousand were to file individual lawsuits claiming the same thing? Since the Legislature was so foolish to have allowed (actually hoping such lawsuits would compel a future Legislature to be afraid to reverse course) such reckless legal action at taxpayer expense expense, I wonder how the courts would deal with such an unprecedented avalanche of suits all seeking compliance and damages for the failure of the state to enact changes that were known to be impossible to meet?
