You can’t make this stuff up. The same people who complain about housing affordability are completely silent when it comes to one of the primary drivers of supply constraints. If you want more of something then increasing taxes on it is the opposite of good policy. But our politicians are all beholden to the state employees unions and their far left allies. So they are driven by factors that are completely divorced from economic reality and from the needs of their constituents.
